from an Ethics Code ... now they want to cover who contributes to <br />whose campaign and whose got a little side business on the <br />side ... all that makes well good and sense from an <br />employer/employee point of ethics board but when you're talking <br />about ethics itself ...and as a former eagle scout ... I just find the <br />lack of anything in Ethics Code that requires....a County official to <br />be truthful to a citizen ... to just be a glaring omission ... now it's my <br />intention to hope that you all can help move that theory forward <br />into this ... these amendments as they come either thru Council <br />amendment because I will be talking with Council about this and I <br />would like all support of all several of you ... even you ... can write <br />a letter of support... and... but if you think about it for a <br />moment ... you know the opportunity for citizens ... the code says <br />this and somebody else says ... the code says red and somebody else <br />says black—you know I mean and in writing I mean when you're <br />told stuff verbally at the counter ... later on somebody... well you <br />didn't understand what I said ... I didn't really mean it ... blah blah <br />blah ... but when we're communicating in writing and somebody <br />says you cannot do that on your property unless there's a minimum <br />of two acres and there's no such thing in the code anywhere to <br />exist ... you're being denied your rights on your property ... and <br />that's what led me to write a letter to the Director of Public Works <br />saying I have a complaint and before I file an ethics <br />complaint... I'd like to discuss it ... and then your Public Works <br />office refuses to even respond to you ... so you have to file the <br />complaint... and just trying to get over a simple hump of what the <br />heck is ... a fact has taken me a year and a half and we're here <br />sitting talking about a nickel ... so ... I'm not bitter ... I just think <br />from a public purpose ... the Ethics Code needs to include ... a dose <br />of truthfulness in it ... and I'm not asking you to comment or agree <br />with me but you're nodding your heads and I take that as a positive <br />sign and unless you have more to ask me ... I want to thank you for <br />your time ... I'd like to stand at the sidelines... work with my <br />Council and watch what happens as you proceed to amend your <br />procedurals and hopefully support a new number in the code that <br />says....with appropriate language ... the County officials in <br />communicating with each other or the public need to be factual... <br />Ms. Kahakalau: Thank you very much ... we really appreciate that ... just want to <br />reiterate that for us we're talking about rule changes and I think in <br />your last statement now you reiterated a procedural changes that <br />28 <br />
