Mr. Robinson: <br />Substantial personal interest. So to me it comes down to a <br />difference between disclosure and recusal. Disclosure is the initial <br />up front submitted this legislation. I'm asking for consideration by <br />all parties. As a matter of fact I'd like to disclose that I have this <br />relationship with that relationship. The same as I would assume, <br />Harry Kim when he gets up and testifies before the County <br />Council about budgetary items and he is a retired County <br />employee. He discloses that he's a recipient or could be a County <br />Council retirement or county retirement so he would disclose that <br />up front in testimony about the county budget. <br />Ms. Kierkiewicz: It hasn't happened before me as a Councilmember. <br />Mr. Robinson: <br />Okay. So but for you as a County Councilmember, if you have a <br />personal relationship, a business relationship I should say with <br />someone...even if there's like the layers you talked about...Rex <br />Matsuno...you know owning this company but then also owning <br />this other company that owns the land who's difference clearly in <br />my mind, there should be a disclosure made initially...initially. As <br />far as the vote goes on a recusal. If the disclosure doesn't create an <br />alarm, there would be no reason for a recusal. But if a disclosure <br />does demonstrate an alarm by your fellow Council <br />members...there would be. That never...like...was something you <br />thought about or just felt that there was no need to disclose <br />initially? <br />Ms. Kierkiewicz: I didn't feel that I had a substantial interest in what was before me. <br />Mr. Robinson: <br />I don't sit on the board. I wasn't doing any work for Matsuno <br />Enterprises and so I felt I was operating with integrity. Had your <br />employer ever been paid by either entity? Or received money from <br />either entity for work that they had done? <br />Ms. Kierkiewicz: My employer represented Suisan. <br />Mr. Robinson: Okay, thank you. <br />Mr. Goodenow: Okay. Anyone else? Ms. Sumner -Mack? <br />Ms. Sumner -Mack: No. That's alright. Well I'm just curious about this...the <br />term...substantial personal interest. I'm not an attorney and I'm <br />not familiar with Council rules. But in your mind, does that term <br />necessarily mean a financial interest or can it be some other <br />interest...would you say your partner was...is it in the fire <br />department.
