And the fairest mechanism possible was to <br /> <br />2 <br />issue a lump sum payment just to, kind of, protect both <br /> <br />3 <br />parties. <br /> <br />4 <br />CHAIR: Is that included, then, as part of the <br /> <br />5 <br />base salary? <br /> <br />6 <br />MR. BRILHANTE: It's not part of their base <br /> <br />7 <br />salary. That's somewhat of a loaded term because as <br /> <br />8 <br />the finance director alluded to, in 2012 the State <br /> <br />9 <br />Legislature changed. They really made it clear as to <br /> <br />10 <br />what constitutes base salary. And here for them, for <br /> <br />11 <br />the ERS, they're using quote, unquote, "base salary" <br /> <br />12 <br />as, you know, for any employee hired after 2012. That <br /> <br />13 <br />base salary is all that gets calculated into their <br /> <br />14 <br />retirement benefits. So -- no, as far as ERS is <br /> <br />15 <br />concerned the lump sum payments are not included in <br /> <br />16 <br />that base salary. But, for all intents and purposes, <br /> <br />17 <br />going forward -- as we set the budget going forward -- <br /> <br />18 <br />that would be part of their base salary. <br /> <br />19 <br />My understanding is for SHOPO, for these next <br /> <br />20 <br />two years, if you include, like I -- allude to the <br /> <br />21 <br />good conduct, the gun allowance, and this lump sum, it <br /> <br />22 <br />looks like a police officer -- the car allowance would <br /> <br />23 <br />estimate -- the estimation is they would get about an <br /> <br />24 <br />additional $8,000 per year in additional payments. <br /> <br />25 <br />MR.
