<br /> <br />Page 24 <br />1 <br />officers, they're likewise in a two-year contract -- a <br /> <br />2 <br />four-year contract, which was entered into two years <br /> <br />3 <br />ago -- so they have two more years. And their raises <br /> <br />4 <br />were stated and probably codified in the budget <br /> <br />5 <br />proposal. That's, again, a two-year raise for this <br /> <br />6 <br />year and the next year to fulfill the final years of <br /> <br />7 <br />the contract. They're also getting longevity increases <br /> <br />8 <br />during that period of time, which is like a step <br /> <br />9 <br />increase -- rates equal to like seniority. And they're <br /> <br />10 <br />getting an increase in the gun allowance, an increase <br /> <br />11 <br />in the standard of conduct allowance -- or offset. <br /> <br />12 <br />And they're also getting a one-time lump sum payment <br /> <br />13 <br />-- we don't want to call it a bonus. It's a payment <br /> <br />14 <br />averaging between 1,800 to $2,000. It's one payment <br /> <br />15 <br />this year. And it's based on their seniority in the <br /> <br />16 <br />department, whether it be 1,800 or $2,000 -- like I <br /> <br />17 <br />said -- and then there's another lump sum payment <br /> <br />18 <br />in the beginning of next year. <br /> <br />19 <br />And the reason those payments and, again, this <br /> <br />20 <br />was a decision that was handed down by an arbitrator <br /> <br />21 <br />in a binding arbitration decision. And the arbitrator <br /> <br />22 <br />felt, because two years ago when they were negotiating <br /> <br />23 <br />their contract – SHOPO -- the economy going forward <br /> <br />24 <br />was so uncertain, it was unclear.
