And I think you <br />3 <br />understand better than most everybody how salaries and <br />4 <br />wages control. <br />5 <br />And not to answer that, but I just want to <br />6 <br />put things in fairness of the union. The union grew <br />7 <br />because of the need for the union to be there because <br />8 <br />if it weren't for the need of how people are being <br />9 <br />treated, it would have been closed, and I would make <br />10 <br />myself very unpopular with you. I was a schoolteacher <br />11 <br />coming to Hawai ʻ i. And let me tell you, I about looked <br />12 <br />at my first paycheck, and I thought, "They got to be <br />13 <br />kidding me." And it took a lot for teachers -- I was a <br />14 <br />teacher again -- to strike. The hostilities among us <br />15 <br />teachers. Teachers don't strike. Nobody wants to get <br />16 <br />to that level, but it's because we do not take care of <br />17 <br />our employees that unions are formed. <br />18 <br />MR. FRATINARDO: Question. About a year-and- <br />19 <br />a-half ago, when you appeared last before us, we talked <br />20 <br />about achieving balance and talking about civil service <br />21 <br />reform.
