<br /> <br />Page 17 <br />1 <br />someone is coming up to retirement, where that position <br />2 <br />can be slowly phased out and the duties that that <br />3 <br />particular manager performs can either be handled by a <br />4 <br />lower rank or a higher rank, where you can still <br />5 <br />achieve the mission, but you don't have to be spending <br />6 <br />out as much money? <br />7 <br />MR. KIM: I don't know much any of you that <br />8 <br />well personally, and we know that management people, <br />9 <br />obviously, for the most part, get paid, you know, the <br />10 <br />higher rate than non-management, generally. I think <br />11 <br />there is always a consideration in every scrutiny of <br />12 <br />any department, any department, when we did ask for an <br />13 <br />increase of personnel. <br />14 <br />Pick on something that was in this past <br />15 <br />budget. Over two years ago, looking at the importance <br />16 <br />of the IT Department, 20-something employees, and what <br />17 <br />we wanted out of that department was to improve the way <br />18 <br />we do things, whether it be finance, whether it be the <br />19 <br />permit system, whether it be the bus scheduling system, <br />20 <br />et cetera, that needed -- look at the department, <br />21 <br />workload they did, and realize the person we want to <br />22 <br />get in to help was a deputy's position. We did not do <br />23 <br />it the first year because of the budget restraints -- <br />24 <br />told everybody, "No increase of any kind."
