We have positions that are <br />4 <br />already in the inversion mode. <br />5 <br />And I certainly agree with Jim's feelings and <br />6 <br />comments on sometimes we feel like we're pushed to <br />7 <br />provide some kind of raises just because we've got to <br />8 <br />stay ahead of the continued growth that we see from the <br />9 <br />union side. And I understand that. But, on the other <br />10 <br />hand, I think it's appropriate that the managers are <br />11 <br />paid essentially what I think they're worth. And one <br />12 <br />of the things that we've done this year is look at <br />13 <br />essentially every department. <br />14 <br />Last meeting, we had several commissions in <br />15 <br />to talk to us. We had response from all of your <br />16 <br />departments in some detail. And when you make a <br />17 <br />comment that we have some understanding of the budget <br />18 <br />process, probably better than most, at least of all the <br />19 <br />material that your department has provided us on what <br />20 <br />they do and how they accomplish it. One of the <br />21 <br />positions was pointed out to me in the descriptions we <br />22 <br />got from police; there was a primary duty missing.
