Hawaii Police Commission <br />Regular Session Minutes <br />May 17, 2019 <br />Page 2 <br />• Traffic Report: AC O'Connor reported that year-to-date, they had 7 traffic fatalities. <br />For the month of April, 5,527 citations were issued for: moving/regulatory 4,034, <br />seatbelt 373, child restraint 40, and speeding 1,080. In May, they had 27 DUI <br />arrests; 6 involved auto accidents. <br />• Personnel Report: Assistant Chief Thomas reported having 22 sworn vacancies. By <br />the end of May they will have additional vacancies. They are doing background <br />checks for the 91 st recruit class. They recently hired 4 new dispatchers. <br />• Finance Report: Assistant Chief Thomas reported that they are over their budget for <br />overtime. The Mayor gave them two more positions. Commissioner Bertsch stated <br />that their personnel numbers have gone up, but their supplies budget hasn't gone <br />up. AC Thomas stated that they move funds around and live with what they have. <br />• Commendations of Sworn and Civilian Employees: Chief Ferreira reported receiving <br />8 commendations involving 16 personnel since the last commission meeting. <br />• Other Department Activities: Deputy Chief Bugado reported that they had CALEA <br />mock assessments April 15-18. Assessors toured every district station and <br />conducted interviews. They received a positive report from the assessors who made <br />recommendations. They pointed out that they have an incredible amount of vehicles <br />in storage. Many of the vehicles are being held for the Prosecutor. They have taken <br />steps to get more space in their warehouse. Sometimes they have up to 60 <br />vehicles. Deputy Chief Bugado stated that some have been sitting there for 20 <br />years. Chief Ferreira stated that the cases have to be adjudicated in court. <br />Commissioner Bertsch requested a presentation on CALEA. <br />Chief Ferreira reported that with regards to their training budget, the instructors are <br />the same no matter how many recruits they have. They always look at grants and <br />other areas of funding for training. Training is also done via computer. They have a <br />training coalition throughout the state that they share and piggy back with the other <br />counties. Their budget hearing with the County Council will be on May 22. They <br />always welcome the commission's support at the hearings. Police week ceremonies <br />were held the past week. He thanked Commissioner Bertsch for attending both <br />ceremonies in Hilo and Kona.
