CR -35 - Other Actions 91.220(j) -(k); 91,320(i) -(j) <br />Actions taken to remove or ameliorate the negative effects of public policies that serve as <br />barriers to affordable housing such as land use controls, tax policies affecting land, zoning <br />ordinances, building codes, fees and charges, growth limitations, and policies affecting the <br />return on residential investment. 91.220 (j); 91.320 (1) <br />The County continues to revise its housing policy to encourage the deveiopment of affordable <br />housing.. Currently, the policy provides higher density consideration for affordable housing <br />developments, as well as provisions allowing the award and sale of excess credits for developers that <br />produce units in excess of their requirement. In addition, the County continues to expedite processing <br />of various county permitting processes for affordable housing developments. <br />The County continues to implement its tax incentive program to homeowners that rent a room in their <br />homes,.. as well as landlords who rent a unit at affordable rates established by the County. <br />Actions taken to address obstacles to meeting underserved needs. 91.220(k); 91.320(j) <br />The Action Plan states that the County wil provide technical assistance to not-for-profit <br />agencies/organizations who are applying for funding. The County has provided technical assistance to <br />The Arc of Hilo, Boys and Girls Club of the Big Island, Hale Ohana Spousal Abuse Shelter, Habitat for <br />Humanity Hawaii Island, Hawaii island Community Development Corporation (HICDC), Hamakua Health <br />Center, Child and Family Services Inc., Easter Seals Hawaii, HOPE Services, Brantely Center, Young Men's <br />Christian Association (YMCA), Salvation Army and Hamakua Youth Foundations, Inc. <br />Actions taken to reduce lead-based paint hazards. 91.220(k); 91.320(j) <br />The Office of Housing and Community Development (OHCD) continues to include an informational sheet <br />titled 'Watch Out for Lead -Based Poisoning" in the Residential Rehabilitation Program application. The <br />OHCD conducted 1 risk assessment in PY2018. <br />Actions taken to reduce the number of poverty -level families. 91.220(k); 91.320(j) <br />The State of Hawaii is responsible for social and human services. The County refers interested cllients to <br />appropriate agencies for service and assistance. The County plans to continue administering the Tenant <br />Based Rental Assistance Program that targets the extremely Ilow and very low income households. This <br />would limit the households from paying more than 30% of their income to housing.
