Center provides a variety of employment related services for businesses and workers alike. The AJCH is located at 427 Kilauea Avenue, Suite B-10, Hilo, Hawaii. The AJCH houses the WIOA Adult (low income) and Dislocated Worker (people who have been laid off) programs along with Wagner Peyser (Employment Counselors), the Department of Health Services' First to Work Program and Unemployment Insurance's Re-employment Services and Eligibility Assessments (RESEA), in addition to the local Veterans Employment Representative Program and 9 computer stations Resource Room. Staff at the AJCH can assist with recruiting and screening applicants. They can also provide guidance on how to reach out to specific populations, as well as provide information on hiring tax credits for which a company may be eligible. The AJCH also manages the Rapid Response program which is a pro -active, business focused and flexible program designed for 2 major purposes. First, to assist growing companies access skilled workers from other companies that are downsizing or who have been trained in the skills a company needs to be competitive. The second is to respond to layoffs and plant closings by quickly coordinating services and providing immediate aid to companies and their affected workers. AJCH Staff services for workers include re-employment assistance, layoff aversion, education and training for those unable to return to their job or industry, career counseling and job search assistance, resume preparation and interviewing skills workshops, career pathway planning and case management, soft skills workshops, occupational skills training and educational assistance (basic Math and English, GED or HISET) plus support services. Actions taken to develop institutional structure. 91.220(k); 91.320(j) The 2018 Action Plan states that the County of Hawaii will participate in meetings to overcome gaps in institutional structures. In 2018 the County participated in the following groups: CDBG/HOME Coordinators meetings, Statewide Continuum of Care Group, Hawaii Inter -agency Council on Homelessness, HOME State Recipient Group, Statewide Housing Directors meetings, Statewide Fair Housing meetings, East Hawaii Homeless Initiative, West Hawaii Chronic Homelessness Intervention and Rehabilitation Project (CHIRP) and Hawaii State Department of Health and Human Service Homeless Programs Office. These groups include members from the State of Hawaii, County of Maui, Kauai and Hawaii, The City and County of Honolulu, Federal U.S. Department of Housing and Urban Development and various service providers. Working together helps in identifying gaps, resolving issues, sharing ideas and planning coordinated efforts to provide for better programs and assist the beneficiaries of the different programs.
