HIGGINS: I'm very impressed with the <br />15 <br />discussion that we've just had for the last half-hour. <br />16 <br />It's been a terrific give-and-take, so thank you. <br />17 <br />And we're all kind of struggling with all of this, <br />18 <br />including myself. <br />19 <br />I just want to say that it's been mentioned <br />20 <br />that the unions represent the union folks and that we <br />21 <br />are the advocates, basically, for 40 people. I would <br />22 <br />just like to add to that that we, Commissioners here, <br />23 <br />also are advocates for all of the voters in our various <br />24 <br />districts. And so, Bill's comments on the amount of <br />25 <br />money I think is very valuable.
