BRILHANTE: And I think there's some <br />6 <br />validity to that because we are in a small community, <br />7 <br />and if you say, "Oh, this guy is the V.P. of KTA," or <br />8 <br />something, for example -- I'm not saying <br />9 <br />specifically -- a lot of people are going to know, <br />10 <br />specifically, who you're talking about just from a <br />11 <br />general standpoint, of hey, everybody knows almost <br />12 <br />everybody here on the Big Island. So, I think that's <br />13 <br />some of the reluctance. <br />14 <br />CHAIR: Yeah. <br />15 <br />MR. HIGGINS: Well, the founders in 1974 of <br />16 <br />this commission, they had absolutely no idea that it <br />17 <br />would evolve to that, and I totally understand that; <br />18 <br />but they put it in that we have to compare against the <br />19 <br />private, and what you're basically saying is that we <br />20 <br />can't do that, so I don't know. We can't change the <br />21 <br />rules that go back to 1974, so are we kind of just -- <br />22 <br />MR.
