Such use has resulted in <br /> no known significant impacts, whether immediate or cumulative, to the natural, <br /> environmental and/or cultural resources in the area. As such, staff believes that the <br /> proposed use would involve negligible or no expansion or change in use of the subject <br /> area beyond that previously existing. <br /> RECOMMENDATION: That the Board: <br /> 1. Declare that, after considering the potential effects of the proposed disposition as <br /> provided by Chapter 343, HRS, and Chapter 11-200.1, HAR,this project will <br /> probably have minimal or no significant effect on the environment and is <br /> therefore exempt from the preparation of an environmental assessment. <br /> 2. Find that the public interest demands that a lease of the subject property be <br /> disposed of through negotiation pursuant to §171-59(a), HRS, as amended. <br /> 3. Delegate the authority to the Chairperson to (i) issue a request for qualifications/ <br /> request for proposals consistent with HRS § 171-59(a) for the selection of the <br /> lessee; (ii) establish the criteria for evaluating and selecting the lessee; (iii) accept <br /> and evaluate the applications submitted by prospective lessees; and(iv) make a <br /> preliminary determination and recommendation to the Board of the best applicant. <br />
