<br /> <br />"Examination rating" means the rating attained as a result of an <br />applicant’s qualification or performance or both in an examination, without <br />credit for the points added through veteran's preference. <br /> <br />"Exempt employee" means a person who is appointed to and who <br />occupies a position exempted from civil service pursuant to Hawai‘i Revised <br />Statutes, Chapter 76. <br /> <br />"Initial pricing" means the determination of the appropriate pay range <br />and pay relationships for a new class based on appropriate factors. <br /> <br />"Initial probation period" means a duration of time required of a person in <br />a civil service position as the final test of the person's fitness and ability for the <br />position before acquiring membership in the civil service. <br /> <br />“Internal list” means a list of persons who have been found qualified by an <br />internal recruitment for appointment to a position in a particular class of work. <br /> <br />"Internal recruitment" means a recruitment to fill a vacant position in the <br />appointing authority's department or elsewhere within the County. <br /> <br />"Layoff" means the severing of an employee's services due to the <br />abolishment of a position because of lack of work or funds, or other reasons <br />outside of the employee's control. <br /> <br />"Merit Appeals Board" or “MAB” means the County's appellate body for <br />purposes of Hawai‘i Revised Statutes, Section 76-14. <br /> <br />"Merit principle" means the selection of persons based on their fitness and <br />ability for public employment and the retention of employees based on their <br />demonstrated appropriate conduct and productive performance. <br /> <br />"Merit system" means the human resources management system based <br />upon the purposes of the merit principle and building of a career service in <br />government, free from coercive political influences, to render impartial service to <br />the public at all times, according to the dictates of ethics and morality and in <br />compliance with all laws. <br /> <br />"Minimum qualification requirements" mean the minimum education, <br />experience, licenses, training, and other special requirements of a class of work <br />essential for successful performance in a position. <br /> <br />"Open-competitive recruitment" means a recruitment whereby everyone, <br />including the public and County employees, may apply. <br /> <br />"Open-competitive recruitment announcement" means a recruiting <br />notice open to the public announcing the receipt of applications from all <br />1-6 <br /> <br />
