There's no independent -- the process <br />4 <br />starts with going through your supervisor, if you have a <br />5 <br />complaint. It's not necessarily an independent person <br />6 <br />that can look at the situation objectively. And there <br />7 <br />was a lot of complaints by the people that were talked <br />8 <br />to, and citizens, that they didn't feel they had <br />9 <br />anybody to go to. And so, we thought implementing a <br />10 <br />whistle-blower hotline or some independent process to <br />11 <br />hear complaints can help rectify situations before they <br />12 <br />become an issue. <br />13 <br />We also noted that the SRC would sometimes be <br />14 <br />involved and had, probably, inappropriate involvement <br />15 <br />in the hiring decisions at some departments. The way the current -- the <br />23 <br />process was during 2016 was they had some involvement <br />24 <br />where we, looking at the process as a whole, did not <br />25 <br />believe that it was appropriate.
