Merit Appeals Board December 19, 2018 <br /> <br /> <br /> <br />MR. BRILHANTE: We can have that discussion down the road, but you’re right. Our system is <br />antiquated. At the time we brought it on board, it was very expensive. <br /> <br />CHR. NAHUINA: Yes. <br /> <br />MR. BRILHANTE: For the State, their—one of their departments—ERS—is doing a transition <br />to a new system— <br /> <br />CHR. NAHUINA: Yes. <br /> <br />MR. BRILHANTE: —and the estimated cost associated with that is close to $10 million. So, I <br />mean—so we’re talking real numbers here every time we sit down and want to address some <br />type of payroll— <br /> <br />CHR. NAHUINA: Yeah. <br /> <br />MR. BRILHANTE: —software program. So, as everybody knows, the current economic <br />situation—I was just going to report it later in my presentation but the expectation or the—we’re <br />ancitipa—the anticipation right now moving forward with next year’s budget is we’re going to <br />have a $20 million shortfall. So, that’s what we’re dealing with from the County. Just costs of <br />increased expenses with the lava flow— <br /> <br />CHR. NAHUINA: Sure. <br /> <br />MR. BRILHANTE: —loss of revenue— <br /> <br />CHR. NAHUINA: Sure. <br /> <br />MR. BRILHANTE: —from properties lost, and just whatever the valuation of properties in <br />general. <br /> <br />CHR. NAHUINA: Sure. <br /> <br />MR. BRILHANTE: And, of course, union raises on the other side of the ledger that’s—our <br />expenditures are going up and revenues aren’t climbing as quickly as the expenditures. So, <br />that’s why (inaudible) $20 million shortfall. And I think the Mayor—that’s not privileged <br />information. My understanding is that has been reported to council already—that number. <br /> <br />And then, the final one is Goal 3 is the flexible spending—and that’s where employees can elect <br />to use pre-taxed dollars to offset unanticipated expenses. But sometimes it’s better, it’s a perk <br />that government employees are able to partake in. So, we’ve been very responsive with that. <br /> <br />The Classification and Pay, that’s the area where we look at each employee’s job. We look at <br />the scope of their duties and we make a determination as to whether or not they’re performing <br />within the proper class. And, if they’re not, if they’re doing work that’s a higher level—higher <br />Page 21 <br /> <br /> <br />
