Merit Appeals Board December 19, 2018 <br /> <br /> <br /> <br /> <br />MS NAMAHOE: Wow. <br /> <br />CHR. NAHUINA: That’s impressive. <br /> <br />MR. BRILHANTE: And then, that leads me to the last category, which is our Recruitment <br />Examination. Gabriella Cabanas, through her credit, gave her 42 years of government service, <br />st <br />and she retired effective December 1. And so, she thought the time was right for family is— <br />was previously living on the mainland with her grandson, decided to move back home, so she’s <br />getting ready, they should be back home within the next several months. So, she’s doing all <br />home projects—her and her husband—and the timing was right. So, she—we had our office <br />Christmas lunch yesterday and we had an opportunity—she—we invited her and she joined us— <br />and it was good timing. She looks really happy. <br /> <br />CHR. NAHUINA: Nice, wonderful. <br /> <br />MR. BRILHANTE: It’s so nice that when you see somebody who’s retired—and they’re retired <br />and they’re comfortable with their retirement? They have this glow about them. <br /> <br />CHR. NAHUINA: ‘Cause they don’t have to go back to work. <br /> <br />MR. BRILHANTE: She had that glow. <br /> <br />MS. NAMAHOE: (Inaudible.) <br /> <br />MR. BRILHANTE: So, then, the next report is just the benchmarks. So, what I incorporated <br />that is each year we have to submit a County budget and a departmental budget. So, this is the <br />information that I attached to the budget—to our budget submittal. Again, you’re facing a $20 <br />million deficit. <br /> <br />So, the administrative advice or instruction was to submit two budgets. One is a status quo with <br />no increase—every department was required to do that. And the second budget was to do a <br />budget with a 3 percent reduction. <br /> <br />So, this is the message you guys—you can read it, if you have any questions about this budget <br />message under the benchmark, I’d be happy to address that—address it. <br /> <br />So, we submitted a status quo budget and we submitted a 3 percent reduction. Just to let you <br />know, majority of the 3 percent reduction—and I know it’s not a good thing, it’s never a good <br />thing but we were fortunate enough—see, when you’re a department like that, we’re somewhat <br />unique to other departments—for Council it’s the same. All we have is people. We don’t have <br />vehicles—one or two vehicles. <br /> <br />MS. NAMAHOE: Right. <br /> <br />Page 26 <br /> <br /> <br />
