Continued discussion on the Commission’s research into alternatives to <br />centralized treatment plants and long sewer lines, and review of a motion <br />drafted by Vice Chair Olson encouraging the County Council to look at how <br />septic systems and/or sewage treatment can be improved. <br /> <br />d. Continued discussion on the costs and financing of the Kealakehe <br />Wastewater Treatment Plant R-1 upgrade. This is to include the financing <br />costs, breakdown of the component cost, including but not limited to the UV <br />system, the treatment wetlands, the nutrient removal beds (aka SAT ponds), <br />and the irrigation system. <br /> <br />5. NEW BUSINESS <br /> <br />a. Discussion on Kristine Kubat’s November 27, 2019, comments on recycling <br />issues. <br /> <br />b. Election of Commission chair and vice chair for 2020. <br /> <br />6. REPORTS/CORRESPONDENCE <br /> <br />a. Chair’s informational update: A summary and reflection of his tenure on the <br />Commission. <br /> <br />b. Director’s Informational Report. (Note: The report is posted online with the <br />agenda on both the County Calendar and County of Hawaiʻi website under <br />Our County, Boards and Commissions, Environmental Management <br />Commission, Agendas (http://records.hawaiicounty.gov/weblink/Browse. <br />aspx?startid =8405&dbid=1). The Director will provide informational <br />updates on the following: <br /> <br />(1) Status of the proposed Pāhala and Nāālehu ʻWastewater Treatment Plants. <br />Note: Until the order dismissing Civil No. 18-1-00206 (Demoruelle v. Beck <br />et al. lawsuit) and appellate process are completed, discussion of the Pāhala <br />and Nāālehu projects will be limited. ʻ <br /> <br />(2) Status of the Kealakehe Wastewater Treatment Plant R-1 Upgrade Project. <br /> <br />(3) Status of sewer inflow and infiltration on Aliʻi Drive (requested by <br />Commissioner Gaffney to be provided at each meeting). <br /> <br />(4) Status of the sinkhole on Aliʻi Drive. <br /> <br />(5) Results on checking into having a commercial recycling operation pay a fee <br />to dispose of what cannot be recycled into the landfill (requested by <br />Commissioner Gaffney). <br />2 <br /> <br />
