Maximize the <br />likelihood that structures <br />are modified, as <br />necessary, over time to <br />meet life safety <br />standards. <br />0-9. Encourage the <br />incorporation of <br />mitigation measures into <br />repairs, major <br />alterations, new <br />development, and <br />redevelopment <br />practices, especially in <br />areas subject to <br />substantial hazard risk. <br />0-10. Advance <br />community resilience <br />through preparation, <br />adoption, and <br />implementation of <br />state, county and local <br />multi -hazard mitigation <br />plans and projects. <br />0-11. Manage <br />development in <br />geologically hazardous <br />areas and floodplains to <br />protect life and property. <br />0-12. Promote disaster <br />resistant development. <br />0-13. Encourage new <br />development to occur in <br />locations avoiding or <br />minimizing exposure to <br />hazards and enhance <br />design requirements to <br />improve resiliency in <br />future disasters. <br />0-14. Encourage life and <br />property protection <br />measures for all <br />communities and <br />structures located in <br />hazard areas. <br />0-15. Provide incentives <br />for development and <br />land use techniques that <br />reduce risks. <br />
