Reduce repetitive <br />property losses due to <br />lava, flood, fire and <br />earthquakes by updating <br />land use, design, and <br />construction policies. <br />0-17. Reduce losses on <br />properties that have <br />been repeatedly <br />damaged. <br />0-18. Research, <br />develop, and promote <br />adoption of cost- <br />effective building and <br />development laws, N N <br />regulations, and <br />ordinances exceeding <br />the minimum levels <br />needed for life safety. <br />0-19. Support the <br />protection of vital <br />records, and <br />strengthening or <br />replacement of buildings, <br />infrastructure, and <br />lifelines to minimize <br />post -disaster disruption <br />and facilitate short-term <br />and long-term recovery. <br />0-20. Establish and <br />maintain partnerships <br />among all levels of <br />government, private <br />sector, community <br />groups, and institutions <br />of higher learning that <br />improve and implement <br />methods to protect life <br />and property. <br />0-21. Review all hazard <br />mitigation projects for <br />compliance with <br />applicable environmental <br />laws. <br />0-22. Encourage hazard <br />mitigation measures that <br />promote and enhance <br />natural processes and <br />minimize adverse <br />impacts on the <br />ecosystem. <br />
