Juergen <br /> Canda. <br /> Mr. Canda: Aloha. <br /> Mr. Robinson: Aloha. <br /> Mr. Canda: I'm Juergen Canda. I recently retired from the Hawaii County <br /> Police Department a little over a year ago. And I served as a <br /> Supervisor, Patrolman, Lieutenant, and sometimes as an acting <br /> Commander. South Kohala. North Hilo. Hamakua. And I was a <br /> Patrol Commander in the South Hilo District as well as a <br /> Lieutenant. And I watched your...the video of the last hearing and <br /> honestly, it confounded me. I just don't even really know where to <br /> start so I think I'll just... Other than the issues that the previous <br /> testifiers brought up. I'll stick to the central issue which is using <br /> an ethics regulation to compel somebody to take action in doing <br /> their job which...normally you know in ethics, with police ethics, <br /> it guides you. It constrains you from abuses of power. Right? So <br /> if you read the purpose of the ethics in article 15. It prescribes a <br /> standard of conduct and it's there. The spirit of that is to be sure <br /> that people aren't persecuted or treated unfairly and that they're all <br /> given equal treatment. It's not normally used in a proactive <br /> manner to prosecute people. I had a hard time wrapping my mind <br /> around that one but... I made a complaint against the police <br /> department. And it was said in that meeting...in your last meeting <br /> that there was no complaints about enforcement. And it was all <br /> over the news, that they were using a military type strategy that's <br /> been used throughout America that is found to be unconstitutional <br /> like too many civil rights abuses. With this enhanced enforcement <br /> traffic, was just a component of that...that strategy employed by <br /> the State. So where there up there writing 2,000 more tickets than <br /> the Puna police that services 50,000 people. They write 2,000 <br /> more tickets than the Puna police would write in a year. It <br /> just...was just appalling. I couldn't believe what was going on. <br /> On this little narrow road, that runs through...it threads through <br /> 11 <br />
