Extension. <br /> (a) In the event of a strike or some other event beyond the control of the contractor or the <br /> owner that results in the suspension or abandonment of construction, the authority having <br /> jurisdiction may extend the deadlines for construction. An extension of time may be <br /> granted for the length of time that work has been halted by strikes or other causes beyond <br /> the control of the owner or contractor but in no case shall the extension exceed 180 <br /> consecutive days. <br /> (b) Requests for extension shall be filed in writing with the authority having jurisdiction prior <br /> to the deadlines specified in section 5-5-4 and within seven calendar days after the <br /> commencement of the delay. The written application shall describe in detail the causes of <br /> the delay, the effect on the performance of work, the time during which work was actually <br /> suspended, and the portion or portions of the project affected. {5-22(a).) <br /> (c) The authority having jurisdiction shall maintain accurate records of all written requests for <br /> extension and their subsequent disposition. Said records shall contain the name of the <br /> applicant, location of the project and a detailed written explanation of the reasons for <br /> granting or denying the request for extension. <br /> Section 5-5-6. Retention of plans. <br /> One set of approved plans, specifications, and computations shall be retained by the <br /> authority having jurisdiction for a period of not less than ninety calendar days from the date of <br /> completion of the work covered therein. In addition, one set of approved plans shall be returned <br /> to the applicant and shall be kept on the job site at all times during which the work authorized <br /> thereby is in progress. <br /> Article 6. Eligibility to Work. <br /> Section 5-6-1. Persons to whom a permit may be issued. <br /> (a) A permit to do building work regulated by the construction code may be issued only to: <br /> (1) A contractor or specialty contractor who is licensed pursuant to chapter 444, Hawaii <br /> Revised Statutes; or <br /> (2) An "owner-builder"pursuant to the owner-builder exemption as defined by section <br /> 444-2.5, Hawaii Revised Statutes. <br /> {9-35 and 17-17.) <br /> (b) A permit to do electrical work regulated by the construction code, may be issued only to: <br /> (1) An electrical contractor licensed pursuant to chapter 444, Hawaii Revised Statutes; <br /> {9-35(1).) <br /> (2) A homeowner for electrical work on a single-family dwelling which the homeowner <br /> will personally occupy and use exclusively for living purposes, provided the <br /> homeowner is a journey worker electrician,journey worker specialty electrician, <br /> supervising electrician, or supervising specialty electrician licensed pursuant to <br /> chapter 448E, Hawaii Revised Statutes.
