(b) Encourage the construction of specially designed facilities or <br /> communities for elderly persons needing institutional care <br /> and small home care units for active elderly persons. <br /> (m) Accommodate the housing requirements of special need <br /> groups including the elderly, handicapped, homeless and <br /> those residents in rural areas. <br /> (w) Encourage the development of affordable retirement <br /> communities. <br /> (y) Aid and encourage the development of a wide variety of <br /> housing to achieve a diversity of socio-economic housing <br /> mix. <br /> 14.1.2 Goals <br /> (a) Designate and allocate land uses in appropriate proportions <br /> and mix and in keeping with the social, cultural, and physical <br /> environments of the County. <br /> 14.1.3 Policies <br /> (I) Encourage the development and maintenance of <br /> communities meeting the needs of its residents in balance <br /> with the physical and social environment. <br /> Approval of the requested Special Permit would be in line with the <br /> aforementioned economic, housing and land use goals, policies <br /> and standards of the General Plan by facilitating the establishment <br /> of community designed to address the needs of the elderly. <br /> According to the General Plan. allowable uses within the <br /> Agriculture Designation, with appropriate zoning, may include <br /> "Hospitals, sanitariums, old age. convalescent, nursing and rest <br /> homes." Relative to this designation, the General Plan allows <br /> consideration for"a Special Permit"on agriculture land where the <br /> requested use meets certain criteria as outlined in section 4 of the <br /> permit application and chapter 205 of the Hawaii Revised Statutes <br /> as amended. Since the Land Study Bureau Overall Master <br /> Productivity classification of the subject parcel is D, or poor, the <br /> parcel's agricultural value is limited, making a <br /> commercial/community facility a more viable option for the <br /> landowners. <br /> Hilo Community Development Plan <br /> The Hilo CDP was adopted by the Planning Commission in 1975 <br /> over 40 years ago and was intended to further define the General <br /> Plan and provide short and middle range implementation strategies <br /> 6 <br />
