Since the adoption of the Hilo CDP, there have <br /> been significant land developments in the City of Hilo, including the <br /> shopping complexes in and around the Puainako/Kanoelehua <br /> Intersection, expanded commercial uses near the University <br /> complexes, and commercial/industrial uses along the southern <br /> portion of the Waiakea Houselots area. These developments <br /> render many of the CDP land use concepts obsolete. <br /> Although the document was reviewed by the County Council, the <br /> CDP was never adopted by ordinance. The CDP's Land Use <br /> Concept Map identified this area as A-la, which is consistent with <br /> the County General Plan LUPAG map. The proposed project does <br /> not change the property zoning and therefore meets the criteria of <br /> the Hilo CDP and County General Plan LUPAG map. <br /> The Hilo CDP does make an effort to keep new growth within the <br /> village town center, however this Special Permit request would <br /> allow for a small-scale social services facility that could potentially <br /> be more conveniently located to serve residents within the <br /> surrounding rural area. <br /> The request is not for a change of zone allowing many different <br /> possible uses. The conditions of the Special Permit will limit the <br /> operations to what is defined within the Special Permit request. <br /> Based on the above, it would seem logical to allow the proposed <br /> use on the property by way of a Special Permit. <br /> 3D SURROUNDING ZONING AND LAND USES <br /> The subject parcel consists of 1.143 acres; the applicant wishes to <br /> secure a special permit on the entirety of the parcel. The parcel is <br /> zoned A-la within the State Land Use Agriculture District. The <br /> majority of nearby parcels along Ainalako Road, to the south and <br /> southeast, are also zoned A-la and are also approximately 1-acre <br /> in size with a few larger 2 to 6-acre lots. There is a state owned <br /> nearly 500-acre parcel, zoned A-20a bordering the parcel to the <br /> west. Also surrounding this area to the north are parcels zoned A- <br /> 3a, ranging from 3-acres to over 600-acres in size. <br /> 3E FLOOD INSURANCE RATE MAP <br /> The US Corps of Engineers' Flood Insurance Rate Map (FIRM) <br /> designates the majority (1.07-acres, or 94%) of the subject parcel <br /> to be in Zone X (areas outside of 500-year flood). Approximately <br /> 0.07-acres of the southwest corner of the parcel lies in Zone AH, <br /> which corresponds to flood depths of 1 to 3 feet (usually areas of <br />
