It is up to the discretion of the <br /> local board to determine what strategies best ft their local needs.(pgs.77-79) <br /> The HCWDB's Career&Business Committee,quantify and prioritize industry needs and skills gaps.As principal <br /> conveners, HCWDB will gather employer/industry input via focus groups,informational forums,and <br /> questionnaires,etc.The AJCH will serve as the implementation arm of broader workplace and workforce priorities <br /> set forth by our WOO. <br /> The HCWDB's vision and goals contribute to each of the Unified State Plan Goals in the following ways: <br /> a. The HCWDB has been and will continue to coordinate and align services by providing businesses and job <br /> seekers a high quality A1CH center that connects them with a full range of workforce services.Aligning the <br /> Local Area Plan and the State Unified Plan goals by having the AJCH partners coordinate their services will <br /> ensure that seamless service will be provided. Meetings held with core partners and other key service <br /> providers on a monthly basis to discuss successes,challenges and solutions to achieving coordinated- <br /> aligned service will assist with this process. <br /> b. HCWDB continues to improve and target workforce services to individuals lacking economic opportunity <br /> through the following program priorities: <br /> • Disconnected youth (school drop-outs,juvenile offenders, and those that have aged out of <br /> foster care,and pregnant or parenting teenagers) <br /> • Re-entry population <br /> • Veterans <br /> • Individuals with disabilities <br /> • Individuals with barriers to employment such as low income,cultural and language barriers and <br /> literacy issues <br /> • Native Hawaiians <br /> C. In order to develop sector strategies and career pathway systems that will integrate education and <br /> training and move skilled job seekers into growth industries,the HCWDB is working on enhancing and <br /> rebranding the AJCH.The A)CH will have the support of the Career and Business Committee which will <br /> identify and promote sector strategies,engage employers and assist with developing career pathways. In <br /> accordance with the State goals,the HCWDB will use economic data, industry clusters and industry <br /> resources to determine growth and align policies and funding streams across education,workforce,and <br /> economic development systems and all levels of government to focus public resources on the training <br /> that moves workers into industries with high-quality jobs that lead to betterfinancial outcomes and <br /> longer job tenures for workers. HCWDB and the AJCH will work closely with the Community College to <br /> identify education and training needs. Programs will need to be developed to meet those needs. <br /> d.
