Though there <br />may be other contributors to the algae bloom, there is a high index of suspicion that one of the <br />laterals feeding into the King Kamehameha Hotel wet well needs repair. It can be seen that the <br />quality of the bay is significantly impaired. She would love to have more research done to <br />determine the sources of the nitrogen feeding into the bay and to confirm whether a <br />wastewater source is contributing to the bloom. <br /> <br />(3) Status of sewer inflow and infiltration on Aliʻi Drive: The department is <br />investigating potential I&I from connected facilities to the county’s collection <br />system. Modification to the County Code can allow the Wastewater Division to <br />require testing and repair of private collection system failures. <br /> <br />(4) Status of implementation of the Integrated Solid Waste Management Plan: The <br />plan is not yet finalized, and the implementation of the recommendations being <br />reviewed will not commence before the plan has been finalized and funding <br />made available. <br /> <br /> Chair Pequeño asked Commissioner Adams if it was correct that funding will be <br />requested and attached to specific recommendation items, and she said yes. She explained <br />that the public comment period is closed, and there is a link to the plan on DEM’s website. <br /> <br />8. FUTURE AGENDA ITEMS <br /> <br /> Chair Pequeño told the commissioners to email him and the secretary if they had any <br />items they wanted on the agenda. <br /> <br /> Ms. Mellon-Lacey pointed out that one of the tasks of the commission is to hear any <br />appeals of the director’s decisions. These may start to happen, because notice of connection <br />letters have gone out to people in Lono Kona to connect to the new sewer line. Some of them <br />are asking for exemptions or objecting because of the high cost or for other reasons, so there <br />may be appeals that get referred to the commission. As the commission has not dealt with an <br />appeal and there are several new commissioners, she would like to do another training soon. <br /> <br /> Chair Pequeño said that was a great suggestion. <br /> <br /> Commissioner Cardwell said she wanted to hear from the director on the status of the <br />composting facility, as she read it was supposed to be finished by the end of the year. <br /> <br /> Commissioner Fulton wanted to hear about the status of the coronavirus in wastewater, <br />though it may not be in their purview. <br /> <br />9.
