• Subdividing WWTP land has been initiated with KSBE with land acquisition negotiations to follow. Based on SHPD’s review and acceptance of the AIS, an Archaeological Monitoring Plan (AMP) is required. AMP was submitted on 05/07/20 to SHPD for review/approval. • The project is planned for funding with Clean Water State Revolving Funds (CWSRF) monies and partially by a federal EPA grant. • Current Schedule: 05/2020: WWTP Site and Easement Appraisal Updated. 11/2020: Final AMP. 01/2021: WWTP Order of Possession (AOC milestone, not per schedule). 08/12/21: Submit Special Permit Application. 03/23/22: WWTP and Phase 1 Collection System Design completion. 04/30/22: Advertisement for bids-Phase 1 Construction. 12/20/23: Pāhala LCCs closure. C. LONO KONA SEWER IMPROVEMENT DISTRICT: • Construction has been completed. All mains have been installed. CCTV inspection was completed on 11/06/19. Pre-final walk through was performed on 10/30/19. Final walk through was conducted on 11/19/19. • Letters to property owners signaling the start of the 180-day mandatory connection requirement were mailed on 11/12/19. The letters state that hook- up to the county sewer must be done by 05/10/20. Compliance deadline was extended to 07/09/20 due to COVID-19. • Current hookup count: 49 out of 112 TMKs have connected as of 07/09/20. • USDA Rural Development has obligated loan and grant funds of $2,437,000 and $4,024,800 respectively to this project. USDA’s Amendment 1 (dated 07/25/18) provided additional loan and grant funding to cover cost overruns. An additional loan of $3,699,000 and grant of $1,071,000 were added to the original agreement. The low construction bid received was $8,531,814. D. KEALAKEHE WWTP EFFLUENT R-1 UPGRADE: • The Archaeological Inventory Survey (AIS) that is required by SHPD is proceeding. The AIS report to SHPD was completed in early December 2019. SHPD is requiring a 30-day consultation period due to cultural sites that have been identified. The 30-day consultation period was extended because of comments received by DLNR’s Historic Trails branch. The findings from the 30-day consultation period have been incorporated into the AIS. The completed AIS was submitted to SHPD on 03/20/20. SHPD’s review comments were received 07/08/20. • The project has been placed “on-hold” by the mayor because of funding issues and the Maui County (Lahaina WWTP injection wells) U.S. Supreme Court appeal. • With the SCOTUS decision, WWD has begun work to award a contract for a consultant to perform a tracer/dye study to determine if KWWTP effluent 11
