Location: 74-5606 Pawai Place, Kailua-Kona, HI 96740 <br /> Ms. Newlon (Staff) commenced her Power point presentation for a mural on an existing <br /> trash and propane enclosure at the Brewery block, Lot 12 approved for two industrial <br /> buildings and a restroom building that was approved with an amendment to Plan <br /> Approval (PLA-16-001378) on March 7, 2019 with an update on May 18, 2020 to reflect <br /> the new configuration of the trash/enclosure and a few other modifications to the site, <br /> with a requirement to have the KVDC review the mural painted on the trash enclosure, <br /> since it did not receive prior review at the December 9, 2019 KVDC meeting for the <br /> previous amendments to this project. This was a request and we did do the Certificate of <br /> Occupancy for this request. Slides were used to help orient commissioners as to where <br /> the subject parcel painted mural would be. <br /> Slide 2 —Ms. Newlon shows an application by Queen Liliuokalani Trust and mentions <br /> that they own the whole subdivision in that area. <br /> Slide 3 —Letter of applicant saying that the sole subject of the Design Review <br /> Amendment request is approval of the as-built mural on the trash enclosure in the parking <br /> lot of the "Brew buildings" of the Pawai Place. The existing buildings and related <br /> improvements are approved and built. The landlord, Mattson Davis/Manini Holdings <br /> LLC, wishes to avoid graffiti—which would inevitably would otherwise end up on <br /> concrete block walls such as this, especially in the old industrial area. Shows the front building, <br /> Building B and Building A. Umeke's Restaurant plans on relocating and several other <br /> stores are waiting to reopen. Photos enlarged to display walls, shown on site plan. <br /> Slide 5 —Ms. Newlon shows drawings of a wall between the two properties that also has <br /> paintings on the wall. It shows dimensions of the wall, under six feet that did not require <br /> a permit, but it was shown on the site plan with a different configuration, a rectangle <br /> configuration. <br /> Slide 6—Slide shows the front of the new buildings. <br /> Ms. Newlon asks if there were any questions. <br /> Chairman Roth asks if there were any questions for staff Roz. No questions. <br /> Chairman Roth asked applicant if he had anything to present. <br /> Applicant William McCowatt said that it would definitely get more graffiti painted on it <br /> if it were just a plain cinder block wall. This artwork is a good thing in a lot of ways, it's <br /> not my favorite kind of artwork, but it certainly will deter graffiti and that is the main <br /> purpose for it being like that. <br /> Chairman Roth asks if there were any questions for Mr. McCowatt.
