County informed the Board that the appellant has requested to seek protection of confidential documents <br />that will be provided to the Real Property Tax Division. A call for discussion was made on whether to <br />defer in executive session, however all parties agreed to proceed in regular session. <br />Mr. Ashida presented the appellant's concerns to the Board, stating that documents submitted to the <br />County for the purpose of supporting their appeal cannot be assured confidentiality as documents <br />provided becomes public record. County and attorneys for appellant responded to questions presented <br />by the Board. <br />Mr. Hughes moved to go into executive session to consult with the Board's attorney and to <br />deliberate further. Seconded by Ms. Reinhard. A call for discussion was made. Motion passed by <br />a vote of 3:0. <br />Entered into executive session at 9:22 a.m. <br />Ended executive session at 9:30 a.m. <br />Executive session was entered into to allow the Board Members to consult with Corporation Counsel on <br />the options available to the Board. <br />Due to a conflict of interest, Ms. Reinhard has announced to recuse herself from further <br />discussion on this case. Rendering of a decision cannot be made due to not reaching quorum for <br />a vote. <br />Corporation Counsel advised that Ms. Reinhard may vote for continued discussion of this matter at a <br />later date. <br />Mr. Harano moved to recess this agenda item to August 11, 2020. County presented their case and recommended sustaining the land value. <br />A call for questions was made. <br />Mr. Hughes moved to sustain the County's land value of $168,700. Seconded by Ms. Reinhard. A <br />call for discussion was made.
