Arborist Committee Minutes <br />October 2, 2020 <br />Page 2 of 5 <br /> <br />Bisel explained the process: <br /> First step is to place it on the agenda <br /> County Council will work with developers to do improvements <br /> There is a set of guidelines for helping to select the tree based on climate, size, and <br />hazard. <br /> <br />JB felt it would be helpful to have a Hawaii County planting place in addition to the Complete <br />Streets project plan. <br /> <br />Bisel agreed that they would complement each other. <br /> <br />JB added that it would be good to look at it if there are any island specific things that we would <br />want to change. <br /> <br />Bisel felt that it would be great to review this plan and then suggest any edits at the next <br />meeting. <br /> <br />Committee member Messina suggested we would have to check with Corporation Counsel on <br />the workflow. <br /> <br />Messina asked if the County ever had their own plan. <br /> <br />JB and Bisel both answered no. Bisel added, the Maui County Planting plan does not prescribe <br />requirements. It suggests that after doing some research, here are the plants that they feel <br />would be best in these types of settings. They are all categorized by size. <br /> <br />Bisel wanted to add on the next agenda: <br /> Revisiting the Hawaii County’s Rule 17 landscaping requirements. <br /> He discovered some clauses with the way it is written and would like to discuss what is <br />required for submittals to the Planning Department. <br /> To discuss about trees that are forced into planting spaces that are not adequate. <br /> <br />Committee member Wyban spoke with Evelyn Burnett regarding the monkey pod trees at the <br />Panaewa Equestrian Center. She shared that Evelyn and another person submitted exceptional <br />tree nomination forms at the Hilo Mayors Office. Carol expressed her support for the monkey <br />pod trees because they provide shade for the horses and stables. <br /> <br />Wyban shared some history of the Equestrian center: <br /> <br /> Queen Liliuokalani gave Hawaii Island some land for an Equestrian center near the <br />Edith Kanakaole tennis stadium. The County exchanged that for the Panaewa site. <br /> <br /> <br /> <br />
