Arborist Committee Minutes <br />October 2, 2020 <br />Page 3 of 5 <br /> <br />Wyban felt it was a good idea to nominate these trees since they have historical significance. <br /> <br />Kalen will follow up and locate these nomination letters that were dropped off at the Mayor’s <br />Office. <br /> <br />UNFINISHED BUSINESS <br /> <br />DISCUSSION OF DRAFT COUNTY PLAN OF ACTION TO ADVISE THE PLANNING DEPARTMENT <br />AND THE MAYOR’S OFFICE TO PURSUE ADMINISTRATIVE AND LEGISLATIVE CHANGES TO <br />ESTABLISH A TREE MAINTENANCE CREW THROUGH A REORGANIZATION WITH THE <br />DEPARTMENT OF PARKS AND RECREATION <br /> <br />Bisel mentioned that this is something that Roy was going to follow up on. He added that <br />Maurice mentioned that the County is currently on a hiring freeze. <br /> <br />Bisel asked, “is this something that requires new hires or is this something we can continue to <br />pursue from an administrative standpoint so that when or if funding is available to hire these <br />people? That way when the hiring freeze is over, all the background work has been done.” <br /> <br />Messina - for changes to the title or position 2 aspects to consider: <br /> The current hiring freeze that is going on now. <br /> Union Consultation to move around positions from different departments. <br /> <br />Messina - this issue is currently on the shelf, because of the new administration coming in and <br />the budget situation that we have. <br /> <br />Messina suggested the Committee draft a letter to recommend that the Committee continue as <br />is once the new administration steps in. <br /> <br />STATUS ON COMMITTEE MEMBER EXCEPTIONAL TREE NOMINATIONS <br /> <br />Wyban wanted to help along with the tree nominations at the Equestrian Center with <br />additional information needed. <br /> <br />Wyban discussed the 2 exceptional trees that she previously chose: <br /> <br /> Suisan Monkey Pod is alive but has problems. The base of the tree concrete comes up <br />and surrounds the entire base of the tree. There are a lot of cuts on that tree as part of <br />their maintenance and not sure if that affects the health of the tree. <br /> Second tree was at the Laupahoehoe Police Station. A large Puakenikeni tree which <br />roots are under the asphalt and going down a slope. Although it is not getting the <br />nutrients Wyban feels the tree is in ok shape. <br /> <br /> <br />
