RPalamanuiAmendPD05-10.doc 11/1 1/20 <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> RECOMMENDATION <br /> PALAMANUI GLOBAL HOLDINGS LLC <br /> AMENDMENT OF VARIOUS CONDITIONS <br /> CHANGE OF ZONE ORDINANCE NO. 09 132 (REZ 05-10) <br /> Upon careful review of the request,the Planning Director proposes that a favorable <br /> recommendation for the request to amend various conditions in Ordinance No. 09132 with <br /> modifications be forwarded to the County Council. Since this recommendation is made without <br /> the benefit of public testimony, the Director reserves the right to modify and/or alter this position <br /> based on additional information presented at the public hearing. This favorable recommendation <br /> is based on the following findings: <br /> Palamanui Global Holdings LLC ("Palamanui") is the owner and developer of the <br /> 725-acre property known as the mixed use"Palamanui Development"on TMK 7-2- <br /> 005:001,which consists of 695 acres zoned Project District and about 30 acres zoned <br /> MCX(Industrial-Commercial Mixed) located just north of the University of Hawai`i- <br /> West Hawaii campus ("UHWH"). <br /> One of the short-term objectives of the Palamanui Development was to help kick <br /> start the development of the UHWH, with the goal of creating a university village that <br /> consisted of a university and a community. Palamanui has already invested more than <br /> $22 million towards the construction of the UHWH and related infrastructure in a <br /> cooperative undertaking with the University of Hawaii. Palamanui's work and <br /> expenditures that have directly benefited and/or supported the UHWH include: <br /> • Funding $4.4 million for the completion of a new road from Ka`iminani Drive to <br /> the new University Drive, which is identified as Road 3A in the Kona Community <br /> Development Plan("KCDP"); <br /> • Funding$5.3 million towards the construction of the first phase of the UHWH <br /> campus, including a$700,000 contribution for an environmentally superior <br /> wastewater treatment system on the campus site; <br /> i <br /> -1- <br />
