Transportation& Roads <br /> Overall Strategy for Transportation: <br /> Widening, improving, and extending major arterials, as well as increasing <br /> connectivity between and within existing and future development are necessary to <br /> enhance mobility in Kona. The proposed Keohokalole Highway Mid-Level Road) <br /> will add capacity to the north-south arterial network and reduce demands on the <br /> existing regional facilities. It would also serve as the central multi-modal corridor <br /> serving future regional development. A series of east-west(mauka-makai) <br /> collector roads linking the regional north-south facilities must also be provided <br /> for added circulation and to further reduce the reliance upon the regional <br /> facilities. In addition,future urban development must contribute to a well- <br /> connected local transportation network that provides for safe, direct, and <br /> convenient access for automobile, bicycle, and pedestrian traffic. Local streets <br /> include all streets that are not designated as collectors or arterials. Although <br /> local streets are not designed for through or heavy traffic, the connectivity of <br /> these streets with each other and with collectors is crucial ensuring that residents <br /> can easily reach destinations within the community. <br /> Objective TRAN-1: Transportation and Land Use. <br /> To organize growth on a regional level in Kona, growth should be compact and <br /> transit supportive. Compact mixed-use villages along transit routes provide <br /> sufficient densities to support transit feasibility and enable people to meet a <br /> variety of daily needs within walking distance. <br /> Policy TRAN- 1.1: Oficial Transportation Network Map. <br /> The Official Transportation Network Map shall show proposed transit routes, <br /> proposed arterials and collectors, and pedestrian/bicycle paths. This map shall <br /> recommend the functional classification of the roadway. The purpose of this map <br /> is to show intended interconnections,plan and preserve these corridors, budget <br /> public improvements, and provide notice to affected landowners ofpotential <br /> impacts from these projects. As applicable,permit approvals (e.g., rezonings, <br /> subdivisions,planned unit developments shall require the dedication of the rights- <br /> of-way and/or improvements of proposed roadways shown on the Official <br /> Transportation Map which traverse through the applicable project area. When a <br /> permitted action occurring along proposed roads depicted on the Official <br /> Transportation Network Map requires a TIAR, the extent of dedicated rights-of- <br /> way and/or improvements shall be proportionate to the project's impact. <br /> Policy TRAN-1.2: Trunk Line. <br /> The new Keohokalole Highway (Mid-Level Road)shall function as the <br /> trunk transit route connecting Kailua Village with the airport, along which <br /> transit-oriented developments (TODs) will be located. As the trunk transit route, <br /> there should be future allowance for a dedicated transit-way within the right-of- <br /> way.
