Policy TRAN-3.2: Public Right-of-Way Maintenance. <br /> Recognizing that the County is not currently staffed or equipped to maintain <br /> landscaping within street rights-of-ways, a combination of new and existing tools, <br /> both public and private, should be developed to implement a landscaping <br /> maintenance program. <br /> Policy TRAN-6.1: Official Concurrency Map. <br /> Concurrency requirements shall be determined by HCC 25-2-46 and be generally <br /> consistent with the Oficial Concurrency Map and be informed by a TIAR when <br /> applicable. Note: while the Concurrency Map is "Official", the proposed road <br /> alignments that have not yet been built, are only conceptual as the topography, or <br /> possible environmental and cultural resource mitigation measures may require <br /> these alignments to be adjusted. <br /> A summary of the applicant's amendment requests along with the Planning <br /> Director's recommendation and reasons for the recommendation follows. In <br /> summary,the Director agrees with the amendment to Condition S (new Condition <br /> P) with minor modifications; agrees with the deletion of Condition V6; and agrees <br /> with the amendments to Conditions Vla (new Slb), Condition V1c3 (new Sle3), <br /> Condition V2 (new S2), Condition V3 (new S3), Condition V4 (new S4), and the <br /> addition of Condition V7 (new S6) with modificationsin order for the conditions to <br /> be consistent with the Kona CDP objectives and policies. <br /> Condition S (new Condition P)is amended as requested by the applicant <br /> with clarification that the 10-acre improved park will be provided to the County <br /> during Phase I, which involves the construction of up to 250 residential units in <br /> the project area. The applicant's proposal to provide one 10-acre improved park <br /> with playfields, dog park and comfort station, and 10 acres of unimproved land <br /> for a public park meets Policy PUB-6.2 of the Kona CDP by providing <br /> recreational opportunities for the project area and nearby University. <br /> Condition V 1 a(new Condition S 1 b): This condition relates to University <br /> I <br /> Drive(Road 2). The applicant's requested amendments to this condition would <br /> clarify that the entire length of University Drive will be a public road dedicated to <br /> -19- <br />
