The segment from Queen <br /> Ka`ahumanu Highway to the extension of Ane Keohokalole Highway(Road 3A <br /> extension)would be completed prior to occupancy within Phase III, and the <br /> segment from the Ane Keohokalole Highway extension to Makalei Drive would <br /> be completed in Phase IV. <br /> At the end of Phase II, 450 residences, 30,000 sq feet of commercial <br /> space, 60 hotel units, and a 10-acre improved public park would be constructed <br /> with the Ane Keohokalole Highway being the only access into and out of the <br /> Palamanui project until Phase III. Kona CDP policy TRAN-6.1 states that <br /> concurrency requirements shall be determined by a TIAR completed conforming <br /> to the Concurrency Standards of the Zoning Code. In this case, the applicant's <br /> 2017 Traffic Assessment indicates the Ane Keohokalole Highway and Ka`iminani <br /> Drive-Ane Keohokalole Highway intersection can accommodate the traffic <br /> generated by Phase I and II of the Palamanui development and serve as its sole <br /> access. <br /> Although the Traffic Assessment supports the delay of construction of <br /> University Drive and its intersection at Queen Ka`ahumanu Highway to Phase III, <br /> the Planning Director has some concern with the lack of multiple access points <br /> into the project for emergency response, and therefore recommends a condition be <br /> added to have the applicant provide an emergency access road from Queen <br /> Ka`ahumanu Highway to the Ane Keohokalole Highway extension over the Road <br /> 2C right-of-way, which according to the applicant has already been graded. This <br /> condition has been added as new Condition S7 in the draft bill. <br /> The Planning Director also believes University Drive should be <br /> constructed between Ane Keohokalole Highway and 200 feet makai of Road 6A <br /> during Phase III rather than Phase IV since a substantial amount of residential <br /> development is proposed north of University Drive and mauka(east) of Ane <br /> Keohokalole Highway in earlier phases. The residential development north of <br /> University Drive in Phase II would also be better served if University Drive were <br /> -20- <br />
