Sorry. <br /> NEUSEL: Good morning. <br /> CARR SMITH: Go ahead Carl. <br /> NEUSEL: My name is Carl Neusel and my wife, and I are full-time residents of beautiful <br /> Kapa`au in North Kohala. My wife Ellen has boarded her horse for about a year at Puakea <br /> Ranch. As horses require a great deal of care, I visited the ranch to help my wife two to three <br /> times a week. My wife is at the ranch twice a day every day. I urge you to approve the Use <br /> permit for Puakea Ranch. I understand the hard work and challenges you as a Commissioner are <br /> faced with especially in midst of a pandemic that has our County's economy reeling. <br /> As a Commission, you have the great authority to weigh matters that come before you to <br /> determine if they fulfill the letter of the law and also very importantly as well as the spirit of the <br /> law if a proposed use of land is the best use of their land. I believe what Christie Cash is <br /> proposing for Puakea Ranch would be the best use of her land. Her guests would have the <br /> opportunity to experience the history and rich legacy of a North Kohala ranch once dilapidated <br /> but brought back to life through Christie's hard work and vision. Guests would have the <br /> opportunity to harvest a garden and observe the frolicking of horses, goats, sheep, and other <br /> livestock, all while enjoying the old, rugged homes once lived in by generations of our Paniolos. <br /> 19 <br /> EXHIBIT A <br />
