I have been mandated by Rosalind Newlon to <br />submit pictures of a rock wall. Weeks ago, when she called me, I clearly told her that I would not be <br />submitting any because the already submitted pictures of the project location showed the before and after <br />construction views. It now appears that she decided not to submit the application without the pictures for <br />review as I instructed thereby causing an unnecessary month-long delay of the project and her to eventually <br />get her way, (passive aggressive). She has also now mandated that I copy and submit the reply letter from <br />the State of Hawaii Office of Planning for the project because she saw some wall dimensions referenced in <br />it. In lieu of that letter I have copied excerpts from the SSV Application. Some you have already seen. <br />Proposed Project: <br />AOAO Kona Reef, Inc. proposes to build a continuous 220 -foot -long concrete -rubble masonry (CRM) wall <br />within the 40 -foot shoreline setback area of their property. The primary purposes of the wall are for erosion <br />abatement reasons and to protect the Kona Reef property from the damages that hurricane storm waves and <br />tsunami surges can wreak and to prevent the ensuing massive pollution of the ocean environment. All <br />construction would take place entirely on Kona Reef's private property above the State Certified Shoreline. <br />The structure is not meant to serve as a seawall to deflect wave energy or to hold soil in place against the <br />eroding action of waves. The proposed project will not alter existing physical characteristics, views, or <br />ambiance of the property or the surrounding areas. It also will not adversely impact shoreline processes <br />and has very little potential to cause long-term adverse impacts or to cause adverse cumulative or secondary <br />impacts to the immediate environment or surrounding areas. <br />Page I of 4 <br />OVER <br />
