County of Hawai'i Planning Department, KVDC <br />Proiect Site: The proposed project site is the approximately 3.08 -acre Kona Reef Condominium Complex <br />property. It is a 40 -year-old 100% built out condominium complex. The project will he confined to the <br />southern half of the roughly 430 -foot long strip of the complex's oceanfront lawn. The adjoining offshore <br />area is an exposed shelf of overlapping pahoehoe flows strewn with rocks of all sizes, that extend randomly <br />into the ocean. To the north of the project area is a long-standing private residence, adjacent to the south <br />is Hawaii County's Wai'aha Beach Park, better known as Honl's Beach. <br />Construction Details: The time needed to build the proposed project will be between 1 and 2 months. <br />The duration of the project, the work hours and work days will depend entirely on up -to -the minute ocean <br />and other environmental conditions. All construction and supporting activities will be performed entirely <br />above the shoreline. The proposed CRM wall would be built on Kona Reef's private property <br />approximately 1 -foot inland of the Hawaii State Certified Shoreline. It would start near the southwest <br />corner of the property and continue in a northwesterly direction along a path roughly parallel to the certified <br />shoreline for approximately 220 -feet. A large part of the wall will top out at a few inches lower than the <br />lawn height and be backfilled from both sides over the top allowing grass to cover it completely. In the <br />remaining areas it will be built to site dictated conditions and backfilled accordingly. At no point will the <br />structure exceed the height of the existing lawn. <br />Structure Dimension Details: The project will be an engineered concrete -rubble masonry (CRM or rock) <br />wall. The proposed wall, when finished, will be between 12 to 36 inches wide at its base, vary in height <br />from approximately 12 to 60 inches, and be 12 to 18 inches wide across the top. The concrete foundation <br />of the wall will be 12 -inches inland of and run roughly parallel to the certified shoreline making the top of <br />the wall a little farther inland because the ocean face of the wall slopes inward. <br />Structural Caveat: As with all construction projects that include excavation, unseen onsite conditions can <br />require adjustments to the physical dimensions of the project. The above -stated dimensions are cited as <br />variables because they will vary at different points along the length of the project to maintain design <br />specifications. The structures final dimensions will depend entirely on the depth needed to achieve <br />solid foundation anchoring. If further explanation is needed please request it.
