(l) Where not in conflict with this charter, assume and perform all the duties and <br />functions of the purchasing agent, the treasurer and the auditor of the county as <br />provided by law, and for this purpose the director of finance shall be authorized to <br />appoint a deputy, to assign and reassign such duties to any employee as the <br />director of finance sees fit and to make internal administrative and organizational <br />changes as the finance director sees fit subject to the approval of the mayor. <br />(m) Exercise such other powers and perform such other duties as may be prescribed <br />by this charter, by ordinance, by law or by the mayor or managing director. <br />(1979, Prop. 13; 1990, Prop. 14, sec. 1; 2000, Prop. 2, secs. 1 and 6; 2010, Prop. 7, sec. 17.) <br />Section 6-6.4. Pension Board. <br />There shall be a pension board consisting of five members who shall be appointed by the <br />mayor and confirmed by the council in the manner prescribed in Section 13-4. The pension <br />board shall assume the duties and functions of the pension board of the county and the board of <br />trustees of the police officers, firefighters, and band members as provided by law and shall be <br />attached to the department of finance. The county clerk and the director of finance shall ex- <br />officio be the secretary and treasurer, respectively, of the pension board. <br />(1979, Prop. 13; 1990, Prop. 14, sec. 1; 2000, Prop. 2, sec. 1.) <br />CHAPTER 7 <br />PLANNING DEPARTMENT <br /> <br />Section 6-7.1. Organization. <br /> There shall be a planning department consisting of a planning director, a windward <br />planning commission, a leeward planning commission and the necessary staff. <br />(1979, Prop. 7; 2000, Prop. 2, sec. 1; 2008, Ord. No. 08-01, sec. 2.) <br /> <br />Section 6-7.2. Planning Director. <br />(a) The planning director shall be appointed by the mayor, confirmed by the council and may <br />be removed by the mayor. The planning director shall have had a minimum of five years <br />of training and experience in a responsible planning position, or a degree in planning, <br />engineering, architecture, geography, or another planning-related field and three years of <br />experience in a responsible planning position. No less than three years of experience <br />shall have been in an administrative capacity. <br />(b) The director shall be the chief planning officer of the county and the administrative head <br />of the department and shall: <br />(1) Advise the mayor, the windward planning commission, the leeward planning <br />commission and the council on all planning and land use matters. <br />(2) Prepare a general plan, implementation plans and any amendments thereto in <br />accordance with Section 3-15. <br />(3) Prepare proposed zoning and subdivision ordinances, zoning maps and <br />regulations and any amendments thereto. <br />(4) Review the lists of proposed capital improvements contemplated by agencies of <br />the county and recommend the order of their priority. <br />(5) Administer the subdivision and zoning ordinances and regulations adopted <br />thereunder. <br />20 <br /> <br />
