JACKSON: Alex, can you hold the vote Alex. After the motion you need to offer discussion to <br /> the Commission before taking the vote. <br /> REPLOGLE: Okay, thank you. Is there any further discussion before we take our vote? <br /> CLARKSON: Yes, I have just a brief question still that I'd like to touch on regarding Condition <br /> 11 this drainage or storm water runoff mitigation. I'm assuming that much of the guide is <br /> incorporated into County ordinance and Public Works and the Building Department's <br /> requirements for this project. Is there anything that staff knows about that is in the guide that <br /> they think important that is not incorporated and if not, then why is the Condition there and if so, <br /> why hasn't that particular item been made as a Condition. I'm just a little bit confused about <br /> why we're having non-mandatory conditions. <br /> JACKSON: Hi, this is Maija Jackson. Commissioner Clarkson, so this is a guide that was put <br /> out by the State Office of Planning, and it was put out by their Coastal Zone Management(CZM) <br /> Division. Which regulates all of the land uses within the coastal zone particularly within the <br /> SMA area. So, this guide has not been adopted by the County, by the Public Works Department, <br /> and it is not in any of our zoning ordinances. It is just strictly a guidance document put out by <br /> the State CZM program. So, it isn't mandatory, but it does list some best practices, it gives <br /> pictures, it shows examples of how to implement storm water best management practices. <br /> CLARKSON: Is there any one of those practices that the Planning Department feels that it's <br /> important enough to be made into a Condition? <br /> JACKSON: We have not evaluated the guide thoroughly enough as a Department to determine <br /> to adopt it as part of Code or Rule as I said it's just strictly a guidance document and we <br /> encourage Applicants and Developers to use it but we're not mandating its use in anyway. Does <br /> that answer your question Mr. Clarkson? <br /> CLARKSON: That answers my question.
