Comm. # Requests comprehensive update of Possible placement on March 16, <br />wastewater treatment facilities on Hawai'i 2021, agenda <br />Island. (CM Richards) <br />b. Active bills in the Legislature as of 2/18 <br />SB 369 <br />Establishes the time of transfer wastewater system inspection program in the Department of <br />Health to oversee the inspection and repair of any individual wastewater system at the time of <br />sale or transfer of residential real property attached to the wastewater system. Excludes certain <br />sales or transfers. (WAM) <br />SB 434 <br />Allows the director of finance of a county to require payment of outstanding charges owed to <br />the county for the towing, removal, or disposal of an abandoned or derelict vehicle within the <br />county before issuing a motor vehicle certificate of registration. (JDC) <br />SB 502 SDI <br />Proposes a constitutional amendment which guarantees individuals the right to a clean and <br />healthy environment, including pure water, clean air, healthy ecosystems, and a stable climate, <br />and to the preservation of the natural, cultural, scenic, and healthful qualities of the <br />environment. Self-executing. SD1 (JDC/WAM) <br />SB 587 <br />**Requires the department of health to periodically update its co -composting rules. Requires <br />department of health to establish a multi -tiered registration and permitting system for <br />composting facilities. Allows composting and co -composting in agricultural districts.** (JDC) <br />SB 964 SDI <br />Broadens the definition of "food waste" as used in integrated solid waste management. <br />Excludes facilities designed primarily for composting organic material such as food waste and <br />green waste, on-site school campus food waste programs, and recycling drop-off facilities from <br />the requirement that disposal facilities shall not be constructed, modified, or expanded without <br />first establishing a buffer zone of no less than one-half mile from the nearest residential, <br />school, or hospital property line. Establishes a class of artisan -scale composting operations <br />exempt from department of health regulations to divert organic materials from Hawaii's <br />landfills. Takes effect 7/1/2050. SD1 (JDC) <br />SB 997 SDI <br />Allows county governments to enter into private -public partnerships for the services and <br />transferring, or joint venturing of one or more of their wastewater treatment facilities to a <br />private entity, or its wholly owned nonprofit management entity, for the delivery of those <br />services. SD1 (JDC) <br />SB 1298 <br />**Increases the advance disposal fee collected on glass containers to five cents. Removes the <br />exemption for glass deposit beverage containers.** (WAM) <br />SB 1419 <br />Establishes the Municipal Product Stewardship Program. (JDC) <br />** -- Means a committee voted to pass it with amendments but as of the posting of this agenda the amendments <br />are not known. Therefore, the text of the bill description may not be accurate. The committee name in <br />parentheses at the end of the description notes each bill's current referral. Each of the above bills must clear their <br />final committees in the Senate by the First Decking deadline before crossing over to the House. None of the House <br />bills that were being tracked from the start of the 2021 session remains active. <br />
