2. REQUESTS FOR UPDATES <br />a. Whether the funds ($10.5 million) earmarked for the now suspended county compost <br />facility are available for alternative approaches (e.g., smaller scale distributed composting <br />facilities). [Requested by Commissioner Cardwell] <br />b. Status of DEM administrative rules. [Requested by Commissioner Adams] <br />(The administrative rules received final approval on December 3, 2020, and became <br />effective on December 14, 2020. The Department is currently moving on implementation. <br />The Solid Waste Division has scheduled public meetings on February 22 and February 24 <br />regarding the rules, which may be viewed on the County of Hawai`i's DEM webpage.) <br />c. Report data on water quality at wells in Kona and entry to KWWTP as an indirect <br />measure of progress toward seepage control. Kealakehe Wastewater Treatment Plant <br />(See attached presentation slides, Council Communication No. 98.1) <br />3. SOLID WASTE DIVISION PROJECTS AND UPDATES <br />1. OPERATIONS <br />The Division has scheduled informational meetings for the refuse hauler to discuss new <br />administrative rules for the West Hawaii Sanitary Landfill (WHSL) and the East Hawaii <br />Reload Facility (EHRF). The WHSL meeting is taking place on Monday February 22 at <br />the Spencer Kalani Schutte District Park Gym and the EHRF meeting is being held at the <br />Aupuni Center. Both meetings start at 5:00 p.m. <br />2. ADMINISTRATION <br />The Division will be interviewing candidates for a Supervisor position for the Hilo <br />Baseyard in early March. <br />The Division held its first island wide quarterly safety meeting on January 20 at multiple <br />locations for all Division employees. <br />3. SOLID WASTE CAPITAL IMPROVEMENTS <br />
