EQUITY <br /> Equity is a commitment to acknowledging, evaluating and repairing the disparate impact of <br /> historic oppression and exclusion on vulnerable communities. This plan acknowledges that <br /> streets and highway investments have not always been multimodal and that some investments <br /> have resulted in disproportionately adverse effects on minority and low-income communities'. <br /> Vision Zero principles recognize the right of all people to access safe, healthy, sustainable <br /> transportation, and the need to address inequities through prioritizing the needs of vulnerable <br /> populations. To facilitate this, the DOH provided the following list (see Figure 3) of Hawai'i island <br /> "Communities of Concern" based on household income, language, unemployment, and <br /> education. The highest ranked communities are those with the greatest socioeconomic <br /> disparities, as identified in the Hawaii Island SocioNeeds Index, and therefore should be <br /> prioritized in addressing identified inequities in the COH system and transportation network. <br /> FIGURE 3.
