P ARKS AND R ECREATION §15-26 <br />Section 15-26. Vehicles; parking restricted. <br />(a) No vehicle shall be driven at, operated upon, or parked within a park or <br />recreational facility except on paved or unpaved roads and parking areas <br />specifically established and provided for park or recreational facility users while <br />they are actively using or seeking to use the park or recreational facility in a <br />manner consistent with all applicable rules and regulations. <br />(b) Parking of vehicles shall be within marked stalls or in places designated for such <br />use by appropriate signage as they may be provided or as otherwise permitted by <br />the director. <br />(c) Use of electric vehicle charging station parking stalls shall only be allowed for <br />persons with qualified electric vehicles, while they are actively using the park or <br />recreational facility and only while the vehicle is being charged. <br />(d) No person shall stop, park, or leave standing any motor vehicle, whether attended <br />or unattended, except in areas lawfully designated for parking. No person shall <br />stop, stand, or park a vehicle on any landscaped or grassed areas; on walkways or <br />trails; in a crosswalk; within any recreational facility; or in any location that <br />obstructs an accessible route, park entrance or exit; road or driveway; fire lane, <br />emergency access route, maintenance access, or in a manner that impedes the <br />operation of a door or gate. <br />(e) The director, or the director’s authorized representative, may authorize temporary <br />access to and use of any park or recreational facility for vehicle access and parking <br />for specific uses, activities, events, or for construction purposes. <br />(f) This section shall not apply to any vehicle that is clearly and officially designated <br />as a County vehicle or vehicles operated by the Hawai‘i police department, provided <br />that the operator of the vehicle is on duty. <br />(1983 CC, c 15, art 2, sec 15-26; am 2023, ord 23-12, sec 1.)15-26 <br />Division 2. Recreation and Park Areas. <br />Section 15-27. Permission required for advertising and signs in park areas. <br />(a) Commercial notices or advertisements shall not be displayed, posted or distributed <br />on County lands within a park area unless prior written permission has been given <br />by the director. Such permission may be granted by the director under any of the <br />following circumstances: <br />(1) If the notice or advertisement is of goods, services or facilities available within <br />the park area and such notices and advertisements are found by the director to <br />be desirable and necessary for the convenience and guidance of the public; or <br />(2) If a sign is temporary in nature and is exhibited only during the time the <br />event is actually occurring, provided that a payment is made to the County of <br />Hawai‘i as established by administrative rules. <br />(b) Permanent signs. <br />(1) The Council, by resolution, may allow a permanent sign in a County park <br />which displays the name and/or logo of any company or organization that <br />sponsors, constructs or donates the permanent sign for the purpose of <br />SUPP. 14 (7-2023) <br />15-7 <br /> <br />
