<br />(b) The operation or use of public address systems, whether fixed, portable, or vehicle
<br />mounted, on lands, waters, and highways, is prohibited except when such use or
<br />operation is in connection with public gatherings or special events for which
<br />permits have been issued.
<br />(c) The installation of aerials or other special radio, telephone, or television equipment
<br />is prohibited unless authorized by the director.

<br />Section 15-20. Hitchhiking and commercial activities; exceptions.
<br />(a) Hitchhiking or the soliciting of transportation is prohibited.
<br />(b) Commercial activity without a permit is prohibited; provided, that this section shall
<br />not apply to transactions with authorized concessionaires. Commercial activity
<br />includes, but is not limited to, the exchange or buying and selling of commodities;
<br />the providing of services related to or connected with the trade, traffic or commerce
<br />in general; any activity performed by the commercial operator or its employees or
<br />agents in connection with the delivery of such commodities or services. Commercial
<br />activity does not include commercial speech or the distribution of handbills.
<br />(c) No permit, license, or other authorization for commercial activity within Kohanaiki
<br />Beach Park may be issued, granted, or otherwise approved.

<br />Section 15-22. Permission required for television and motion pictures.
<br />Before any motion picture may be filmed or any television production or sound
<br />track may be made, which involves the use of professional casts, settings, or crews, by
<br />any person other than bona fide newsreel or news television personnel, written
<br />permission must first be obtained from the director.

<br />Section 15-23. Permission required for installation of commemoratives.
<br />The installation of any monument, memorial, tablet, or other commemorative
<br />installation in a park area without permission of the director is prohibited.

<br />Section 15-24. Nuisances prohibited.
<br />The creation or maintenance of a nuisance in a County park area is prohibited.

<br />Section 15-25. Residence in park area restricted.
<br />Residing in park areas is prohibited, except in accordance with a permit or other
<br />written agreement with the County authorizing such use, or by employees of the
<br />department of parks and recreation.
