Simmy McMichael's written testimony states her concern that the minutes from the October <br />15, 2020, meeting do not reflect her main point regarding the restriction of additional <br />development on Ali'i Drive in light of threats from tsunami(s) and to historical burial sites in the <br />area. See attached COR -21-140777 for Ms. McMichael's written testimony. <br />2. Lamaku Mikahala Roy's written testimony requests that the written testimony provided during <br />the October 15, 2019, meeting and a communication to the State of Hawai'i's 31" Legislature <br />(2021) be shared with the Action Committee members and entered into record. See attached <br />COR -21-140778 for Lamaku Mikahala Roy's written testimony. <br />BUSINESS: <br />1. Review Action Committee Member Community Network Maps: Mr. Leasure presented a visual <br />portrait of the AC members' network of community groups and projects with which they are <br />involved. This network image was created on the on-line Kumu software and shows the type of <br />community groups and specific projects linked to each AC member. See attached <br />Communication Number 2021-01. Mr. Leasure noted further that the categorization of the <br />types of community groups is a proposal to be reconciled with other CDP ACs so that they may <br />be combined for an island -wide view, and he stated that the planning staff would like the <br />committee members' suggestions on other information to include and ways to organize the <br />data that would be useful to them in their effort to prioritize and implement CDP -related <br />implementation actions <br />Ms. Mercado connected this mapping exercise to the December All -Island CDP AC meeting <br />where planning staff presented an approach to focus the ACs on community-based <br />implementation actions and intends for this mapping to define AC and planner roles more <br />clearly and to build on collective action. <br />Committee Member Palma-Glennie stated the concern that taking the approach of asking once <br />again for community participation in implementation actions may result in community <br />frustration given the lack of fulfilling the critical Kona Open Space (KOSN) objectives. Vice -Chair <br />David indicated that this mapping will be useful for identifying the community connections of <br />interest to the new AC members and inform them of potential implementation actions. Chair <br />Young commented on his concern of engaging community interest in implementation actions <br />under the reduced -meeting format but endorsed the mapping as a useful communication tool. <br />Ms. Mercado stated that in addition to the AC members navigating their networks, the planning <br />staff must do the same within the County to engage fully with the different departments in <br />support of implementing CDP actions, and to rebuild relationships and trust with the ACs. <br />Committee Member Palma-Glennie noted that KOSN was a top priority on CIP funding and <br />received Council support, yet the initiative remains in the planning stage. Mr. Plunkett clarified <br />that the funding has been secured but staff capacity for project management of the consultant <br />contract has not yet been made available. <br />Committee Member Kimura commented that planning staff support for the ACs was reduced to <br />support the General Plan update and asked if it is winding down so that planning staff may be <br />re -committed to the ACs.
