Chair Young questioned how to go forward with subcommittees to achieve goals between the <br />quarterly meetings. Mr. Plunkett noted that once a planning staff member is assigned to the <br />KOSN item, then the KOSN subcommittee is in place to work with this staff member outside of <br />the formal AC meeting structure. <br />2. Ali'i Parkway Investigatory Subcommittee: Mr. Plunkett confirmed that the scope defined at the <br />time of the subcommittee's establishment did not include the capturing of public testimony that <br />might be given during the presentation of the subcommittee's final report (Final Report was <br />presented at the October 15, 2019, Action Committee meeting), but he noted that the meeting <br />minutes may be attached to the final report for reference. Mr. Plunkett then re -iterated the <br />request to give public testimony by Lamaku Mikahala Roy on this subcommittee topic and on <br />the portion of the October 15, 2019, minutes regarding the same. Chair Young then recognized <br />Lamaku Mikahala Roy to speak on both topics within a total six (6) minute time allocation. <br />Committee Member Weber motioned to discuss the subcommittee report, Vice -Choir David <br />seconded, and passed with 8 votes aye, 0 votes nay. <br />Lamaku Mikahala Roy began her oral testimony by stating her expectation for pono regarding <br />the inclusion of her testimony from the October 15, 2020, meeting in the subcommittee's final <br />report. Ms. Roy then questioned the participation of a Pittsburgh consultancy for the drafting of <br />the Kona CDP and stated her lack of support for the County's flawed planning system, including <br />the insufficient space for public testimony under the Zoom meeting platform, and asked for <br />County staff response. Chair Young asked Ms. Roy to present her comments on the minutes and <br />the subcommittee that she believes will be of benefit to the committee. <br />Lamaku Mikahala Roy stated that the written testimony that she submitted was not reflected in <br />the October 15, 2019, minutes and that her verbal testimony was also not sufficiently captured. <br />Ms. Roy then questioned the AC members if they received a copy of the written testimony from <br />October 15, 2019, which she sent just prior to this meeting. Upon confirmation that they have <br />not, Mr. Leasure noted that they were received approximately twenty (20) minutes prior to the <br />meeting start but would make it available subsequent to the meeting. <br />Lamaku Mikahala Roy then addressed the Ali'i Parkway issue by noting her responsibility as Kahu <br />of Ahu'ena Heiau and her work within the organization Kulana Huli Honua and alongside other <br />community volunteers to protect Kahakai La'a o Kona, the sacred shore of Kona. Ms. Roy further <br />stated that the Ali'i Parkway project is contrary to the history, quality and essence of the <br />spiritual lands of Hawai'i and that the lands of 'Giwi must be protected. <br />Chair Young clarified that the subcommittee's goal was to capture input from families within the <br />area of the proposed project in addition to their input captured by the burial councils, and that <br />it is the County's decision whether or not to renew the project. In addition, Chair Young clarified <br />what he believed were the possible next actions — accept the report; extend the subcommittee <br />to look further, or just close the subcommittee. <br />Chair Young asked Lamaku Mikahala Roy if she had read the report and she replied that she had <br />not and that she sincerely requests that the AC members read and receive her written <br />testimony as they are important and are making history and that the AC members are <br />responsible once they receive her words.
