The reason why I wanted <br /> to testify is on behalf of the Fire Department. <br /> REPLOGLE: Okay. <br /> TODD: So, can I go ahead? <br /> REPLOGLE: Yes, yes, please do,please do. <br /> TODD: Okay, so I want to make it brief I do have to head down to the County Council here to <br /> ask them for more money. But essentially right now when it comes to cell phone towers and <br /> poles the Fire Department generally speaking is for them. The reason for it is one from the <br /> safety of our community. So, from people that are traveling the road this part of the old Saddle <br /> Highway it's a dangerous location. A lot of people are taking tight curves at too high speed and <br /> then they flip a car and so having good cell phone coverage up there to be able to call in to nine <br /> one one (911) is very important for us. So, more cell phone tower in these areas that are just <br /> devoid of any kind of coverage is very very useful in order for us to be able to get that call <br /> quickly so that we can start dispatching units. <br /> Often times in the past it would be someone would come across an accident but then they would <br /> have to go drive farther down for a couple of miles before they hit signal and then they could put <br /> in that call and that just wastes time for our response in terms of getting there to deal with <br /> someone who might bleeding out or having medical issues that need immediate treatment. So, <br /> time is a factor and having good cell phone coverage on the Saddle is important. The other side <br /> is from the responder side itself. So, for our responders we make use of the data that is <br /> transmitted between those towers and our dispatch center and our computers as well as cell <br /> phones that on the rig. So, while we have own radios, and we have systems out there to talk on <br /> the radio which is different from the cell phone towers. Nowadays a lot of the information that is <br /> being sent out to our units is being done on what is known as a Mobile Data Terminal (MDT). <br /> So, it's a computer that is being installed in a lot of our ambulances and now our trucks and <br /> everything else and I have latest generation on my desktop here that we're working to push out <br /> in our vehicles very soon. <br /> So, having these cell towers that can transmit data especially on like the AT&T line which is the <br /> current holder of the FirstNet contract is very important for us because it allows us to have up to <br /> date data as our units are responding to scene from mapping to the Computer-Aided Dispatch <br /> (CAD) comments that our dispatchers are putting down about what's actually going on because <br /> if the radio signals cut out we don't have that information. So, in the mix of having both radio <br /> and the cell phone data transmission allows us to have a better understanding of what kind of <br /> 4 <br /> EXHIBIT A <br />
