Troy: Right, Yes that's a good point, enforcement, there is no point in <br />making rules if they are unenforceable. Working with our DOCARE and <br />really simplifying that is another issue. Really trying to simplifying the <br />regulations and taking that into serious account, because we want to <br />have regulation out there, that people can easily follow and officers <br />can enforce effectively, you know if they have to. Of course we don't <br />want to, but we hope that doesn't need to happen. We have to make <br />the rules and clear and concise and effective as we can, that is a <br />challenge that is why we are having this discussion and it has been on <br />going. So many things to consider. That is a good point, and yes, we <br />are aware of that. We need to take that into consideration. <br />Abraham: Any other comment — Go ahead Brian <br />Brian: Hey what about planning to do about the underlying conditions... raw <br />sewage treatment that is spilling in the ocean all the time? We got <br />runoffs with oil, we got industrial nitrogen runoff and all those other <br />things basically the underlying line, why we are having these issues. Is <br />anybody going, take affect and do anything about the city dumping <br />raw sewage and creating these algae blooms and the nitrogen from <br />the golf course and everyone beautiful green lawns and the runoff <br />every time it rains. Oil from everyone leaky cars getting into the water <br />that seems to be a little bit more serious concern as far as <br />environmental issues go. Like Nani touched on, if we can't even patrol <br />one little pier, how are we going be able to enforce any rules, we got <br />that in the hunting thing. There are areas of no enforcement and <br />people post the hell out of it, because they know there's no body <br />there. So I mean, we can write rules all day long but if there is no <br />enforcement, and nothing happens, you know, we are pissing in the <br />wind basically. <br />Troy: Right, For sure, yes, we do work with other agencies for instant <br />DOFAW forestry and work collaborators with other agencies for those <br />things that do fall under their jurisdiction, because it has to deal <br />Mauka to Makai approach. We live on an Island and it's an Island <br />ecosystem it's all connected. Everything ends up eventually, into the <br />20 <br />
