You want to look at more about how you are creating <br />fees to fund the disposal, and we should be looking at how you can divert waste from the <br />landfill. And if that is the purpose, your recycling, your diversion that is to cost money as well, <br />so you are going to run into the hole again, because you are trying to prevent all this stuff from <br />going into the dump. You are trying to send it off-island because <br />or the required volume to handle it here on the island. So those are expensive options for <br />shipping, and we need to modify our thinking and policy of how we are are addressing the <br />issues, and move forward. <br /> <br />Commissioner Robinson asked if there was a way we can partner with the Department of <br />Education and the University of Hawaii System colleges to include them on the problem solving <br />and education pieces. We involve students to start thinking about what they are doing, but also <br />whats the best way to educate others about the issues that we face with waste? In the process <br />we would be educating them but also tasking them to come up with creative solutions as part <br />of the next generation, thinking about what they are doing and what people should be thinking <br />about to take care of their island. And she doesnt know about how the County feels about <br />having a Facebook page, or Instagram, or TikTok, but there can be many avenues where we can <br />advocate other than through expensive advertising. If thats what it takes, its what it takes, but <br />maybe there could be other creative solutions that the next generation has. <br /> <br />Director Mansour said thats good, and social media is the way to get the word out. Our goal is <br />not to do expensive advertisements, but to capture social media. But we need somebody to <br />learn it. Unfortunately we dont have the staffing. Everything comes down to funding and <br />staffing. As a County, we should have a section of two or three staff concentrating on tapping <br />into social media, the high schools, the universities, and partnering with private and public <br />spending money on advertisements for outreach. <br /> <br />Director Mansour clarified that its possible for a department to have its own social media <br />representative, and its a matter of finding the funds to allow staff to do it. <br /> <br />Chair Adams said that Ms. Berrig has been trying hard to connect with multiple groups, and has <br />worked with the college(s) in Hilo to get the word out and leveraging opportunities to <br />communicate. <br /> <br />Director Mansour said he has been using Ms. Berrig for outreach, but shes only one person. It <br />is more of the outreach and education because to him that is half of the problem. <br /> <br />Chair Adams said the SWAC would agree. Its education, education, education. Its <br />understanding what the impacts are of what you do, the decision you make or dont make, as <br />well as having alternatives. We have reuse centers where you can take things, and were trying <br />to communicate that they exist, and what you can take there, some different recycling <br />opportunities. Its infrastructure that we are poorly lacking. We dont have processing <br />capabilities to turn things back into usable materials.
